  CHAIRMAN KELLY  called the Senate Rules Committee meeting to order           
 at 12:26 p.m.  He noted all committee members were present.                   
                                                                               
  CHAIRMAN KELLY  brought  SB 7  (HUNTING SPORT FISH TRAPPING                  
 FEES/LICENSES) before the committee as the first order of business.           
 He directed attention to a proposed amendment and asked the bill's            
 sponsor, Senator Donley, to explain the change.                               
                                                                               
  SENATOR DONLEY  explained the legislation sets up a slightly                 
 different scheme for nonresident license fees, and as that scheme             
 was being developed with the help of the Department of Fish & Game,           
 they failed to make the king salmon tag parallel to the new                   
 nonresident license scheme.  The legislation deletes the current              
 three-day nonresident license and it goes to a one-day, seven-day,            
 14-day system.  The amendment to Section 7 on page 3 will set out             
 that same system for a king salmon tag.                                       
                                                                               
 It was further explained by Senator Donley that if an individual              
 purchases a one-day tag or even a seven-day tag, this legislation             
 doesn't have any impact on them.  That is consistent with the                 
 purpose of the bill, which is to address people who come and stay             
 for the entire season.  He added that the legislation also removes            
 an annual tag.                                                                
                                                                               
  SENATOR TOGERSON  inquired if changes were made to the resident tag.         
  SENATOR DONLEY  answered the only impact on the resident tag fees in         
 the legislation is in the amendment to the combination resident               
 licensure, but the fees are not being changed for the resident                
 tags.  It is cheaper for the state when residents buy combination             
 licenses, because they don't have to pay the vendors for every                
 license they issue, so the change encourages people to buy the                
 combination licenses.                                                         
                                                                               
  SENATOR LEMAN  moved adoption of the following amendment to be               
 incorporated into a Rules CS.   SENATOR TAYLOR  objected.

 Delete: "(B) [FOR A THREE-DAY TAG ...................... 15

 Insert: "(B) for a seven-day [THREE DAY] tag........ 30 [15]              
          (C) for a 14 day [OR ANNUAL] tag........... 50 [35].               
                                                                               
 The roll was taken with the following result:  Senators Torgerson,            
 Leman and Kelly voted "Yea" and Senators Taylor and Duncan voted              
 "Nay."   CHAIRMAN KELLY  stated the motion carried.                           
                                                                               
  SENATOR LEMAN  moved CSSB 7(RLS) be passed out of committee with             
 individual recommendations and that it be approved for calendaring.           
 Hearing no objection, it was so ordered.
